Here are my initial thoughts<br \/>\non the subect. I&#8217;m trying to outline the information that Ill require in a<br \/>\nstructured way&#8230; taking into account how this information would be<br \/>\npresented in a proposal:<\/p>\n<p>Social:<br \/>\n&#8211; I&#8217;d appreciate accurate figures on the number of Amateur Radio users and<br \/>\ntheir equipment specifications. Some analysis of the suitability of their<br \/>\nequipment for use in the AREN would be nice. If modification is required to<br \/>\nmake their equipment suitable then I&#8217;d like you to outline this modification<br \/>\nprocess, the cost &amp; any companies that could provide partial or complete<br \/>\nsolutions.<br \/>\n&#8211; Some assessment of the complexity of system use, the amount of training<br \/>\nthat would be required. <\/p>\n<p>Legal:<br \/>\nAny legislation in Ireland or Europe that would require the use of an AREN.<br \/>\nWhat I suspect is that there&#8217;s some european communications directive just<br \/>\nsitting out there that will require greater preparation on the part of AREN.<\/p>\n<p>This is particularly appropriate considering that most emergency services<br \/>\nare amateur. Therefore I suspect that there&#8217;s an legislative onus to have a<br \/>\nfunctioning AREN with defined coverage &amp; operational parameters that can be<br \/>\nused by emergency services in a range of defined scenarios. Gee, I&#8217;m having<br \/>\nfun here john!<\/p>\n<p>Economic:<br \/>\n&#8211; I&#8217;m sure that there are cost benefits in utilising an amateur maintained<br \/>\nnetwork, especially if the readiness of the network and the availability and<br \/>\nmaintenance of the equipment is specified by legislation covering the<br \/>\nassignemtn of operators to radio usage. I&#8217;m not talking about increasing the<br \/>\nlicense fees, just getting people to make a specified AREN commitment at the<br \/>\ntime of license application. We can talk about this further as I&#8217;m sure that<br \/>\nyou have some views on this matter.<br \/>\n&#8211; I need some precise figures on equipment costs, discounts, training (US,<br \/>\neurope, RAYNET estimates etc.)<br \/>\n&#8211; I need some idea of the management costs that I can charge. If they&#8217;re<br \/>\nhigh enough then I can find a very impressive administrator to figurehead<br \/>\nthis particular project. I&#8217;m not sure that I&#8217;d act as the overall<br \/>\nadministrator. I view myself more in the consultant role&#8230; (expensive<br \/>\nconsultant of course)<\/p>\n<p>Political:<br \/>\n&#8211; Has TSSG submitted any InterReg propsals in the past. What success have<br \/>\nthey attained &amp; why? Do we have any contacts within this programme so we<br \/>\ncould &#8220;fly a kite&#8221; for this particular project?<br \/>\n&#8211; I&#8217;d like some nice juicy examples of devastation caused when such a system<br \/>\nwasn&#8217;t in place. Examples where loss of communications infrastructure<br \/>\ncontributed to serious injury or death would be useful. Hhhmm, does that<br \/>\nsound too cynical?<br \/>\n&#8211; Information on all personnel assocaited with this project? Simply put, why<br \/>\nwould I give you guys the money?<br \/>\n&#8211; Outline possible alliances that could be created by this project and give<br \/>\nme some idea why these would be beneficial to the long terms success of AREN<br \/>\nand inter-country communications &amp; liaisons between emergency services.<br \/>\nTechnological:<br \/>\n&#8211; Good sites which can bring me up to speed on Amateur Radio<br \/>\n&#8211; Information on all radio and communications licensing bodies in Ireland<br \/>\nand the UK&#8230;<br \/>\n&#8211; Information about the specific equipment that you propose to use for this<br \/>\nproject and a justification of their utilisation in terms of technology and<br \/>\ncost-effectiveness.<br \/>\n&#8211; Any technical advances that will result from this project.
